The Government will provide $4.0 million over four years ($1.0 million per annum) to allow for the continuation of the Australian Building Codes Board. The Board works with the building industry and all levels of government to develop nationally-consistent building codes and standards. The cost of this measure will be absorbed within the existing resources of the Department of Industry, Tourism and Resources.

Australian Institute for Commercialisation — Techfast Pilot Programme

The Government will provide $2.5 million in 2004-05 to the Australian Institute for Commercialisation to assist the development of the Techfast brokerage project. The Techfast initiative will assist small to medium-sized enterprises to identify and improve their innovation capabilities, by establishing closer links with research institutions.

This measure was announced on 8 October 2004 as part of the Government’s election commitment From Strength to Strength: The Coalitions’ Policy for Australian Industry.

Australian Made Campaign

The Government will provide funding of $2.0 million over three years (including $0.9 million in 2004-05) for the Australian Made Campaign.

This assistance will be utilised to stimulate new export activity by increasing the number of Australian manufacturers, particularly small and medium sized enterprises, involved in export using the Campaign’s ‘Australian Made’ logo. Funding will be provided to support marketing activities that promote the logo as an export brand, and will be conditional on the Campaign matching the Government’s contribution.

Business Entry Point — maintain funding

The Government will provide $36.4 million over four years to continue the Business Entry Point website (www.business.gov.au). The Business Entry Point provides a single point of contact for business to deal with all levels of government, including streamlined access to information and online transaction facilities in a range of areas, including start-up advice, taxation and licensing requirements, and business assistance programmes.

This measure involves funding of $9.0 million in 2005-06, $9.1 million in 2006-07, $9.2 million in 2007-08 and $9.3 million in 2008-09. Provision for this funding has already been included in the forward estimates.

Cairns Esplanade — additional funding

Caravan Safari Trail Project

Fairbridge Village — redevelopment

Industry Capability Network Limited and Supplier Access to Major Projects Programme — extension

The Government will provide $1.3 million per annum over three years from 2005-06 to continue Industry Capability Network Limited (ICNL) and the Supplier Access to Major Projects (SAMP) programme, which assist small to medium-sized enterprises (SMEs) to access supply-chain opportunities in major development projects. ICNL (a company controlled by the Australian, state, territory and New Zealand governments) promotes the capabilities of SMEs to project developers through a national database. The SAMP programme provides grants for consultants to identify and advise on potential Australian suppliers for major investment projects.

ICNL will retain revenues of $0.3 million per annum from 2005-06 to 2007-08 generated through user‑charging arrangements, which would have otherwise been returned to consolidated revenue. The remaining cost of $1.0 million per annum for three years will be absorbed within the existing resources of the Department of Industry, Tourism and Resources.

Industry Cooperative Innovation Programme

The Government will provide funding of $25.0 million over seven years (including $0.1 million in 2004-05, $3.1 million in 2009-10 and $1.6 million in 2010-11) for the Industry Cooperative Innovation Programme. This programme will provide grants for cooperative projects between firms which identify, develop and use new technologies, and is aimed at improving business processes and industry productivity. Firms will be required to contribute to the cost of individual projects.

Kimberley Cultural Tourism Promotion

Queensland Alumina Limited — contribution to the conversion of refinery

The Government will provide $10.0 million in 2005-06 as a contribution to the costs of the conversion of Queensland Alumina Limited’s refinery from coal to natural gas sourced from the Papua New Guinea Highlands Gas project. The conversion is expected to bring about the abatement of more than 2.5 million tonnes of carbon dioxide emissions.

The cost of this measure is being fully absorbed from within the existing resourcing of the Department of Industry, Tourism and Resources.
