The Government will provide $5.1 million over four years from 2007‑08 for the establishment of an Asia‑Pacific Centre for Civil‑Military Cooperation in Queanbeyan, New South Wales. The Centre will provide training and will liaise with Australian and international government and non‑government organisations to help Australia to develop future responses to stabilisation, reconstruction and peace building needs in the Asia—Pacific region.
The cost of this measure will be met from within the existing resourcing of the Department of Defence.

Australian Defence Force — general medical and dental care

The Government will provide $12.2 million over four years from 2008‑09 to trial the provision of basic medical and dental services to dependants of full‑time Australian Defence Force members at bases in Tindal, Cairns, East Sale, Singleton and the Karratha area. The trial will provide free basic general practitioner services and free basic dental services up to a cap of $300 per dependant per annum. The trial will commence in February 2009 to align with the Australian Defence Force posting cycle.
The cost of this measure will be met from within the existing resourcing of the Department of Defence. The measure will also lead to an increase in revenue of $3.1 million over four years from fringe benefits tax paid by the Department of Defence.

Australian Military Mobility Centre — contribution

The Government provided $0.2 million in 2007‑08 towards the cost of preparing a business case to determine Bendigo's suitability to host the Australian Military Mobility Centre. The Centre would be a cooperative research facility involving State, Federal and local governments, military, defence manufacturers and universities. It would be designed to coordinate research and manufacturing for the armed forces in the field of military mobility.
The cost of this measure was met from within the existing resourcing of the Department of Defence.

Defence Funding — continuation of three per cent real growth

The Government will extend its commitment to growing the underlying Defence funding base on average by 3 per cent per annum in real terms beyond 2015‑16 to 2017‑18, at an estimated cost of $2.8 billion (including $0.3 billion in capital funding) over the two years 2016‑17 and 2017‑18. The funding will be applied across the Defence organisation, including the acquisition and sustainment of military capability and personnel expenses.
This commitment will provide greater certainty for Defence planning and will underpin the implementation of the Defence White Paper.
Growth rates in total defence funding vary between years due to slippage in acquisitions and other factors. However, average real growth over the forward estimates is expected to be 4.0 per cent per annum as the White Paper is implemented.

Kings Highway — upgrade

The Government will provide $23.3 million in 2008‑09 to upgrade the Kings Highway between Queanbeyan and Bungendore. The Kings Highway is the main link to the new Defence Headquarters Joint Operations Command. The upgrade will improve road safety for local communities and reduce the impact of the new establishment on traffic volumes.
The cost of this measure will be met from within the existing resourcing of the Department of Defence.

Special Air Services Resources Trust — contribution

The Government has established a $1.0 billion operations reserve to fund major overseas operations in 2008‑09. The reserve will comprise $210.0 million of internal Defence savings and a further $826.0 million from ongoing funding for Defence, including from the strong non‑farm GDP deflator indexation received by Defence in 2008‑09, with identified savings of $367.3 million returned to the budget.
The reserve will fully fund the currently approved cost in 2008‑09 of overseas operations in Afghanistan, Timor‑Leste, Iraq and the Solomon Islands.
Defence operations will continue to be funded on a 'no win, no loss' basis. Therefore, additional funding will be made available if the actual costs of these operations are higher than expected.

HMAS Adelaide — gifting

This funding will assist in protecting Australia's sovereign rights over our Exclusive Economic Zone, help ensure a sustainable fishery, and uphold the integrity of the Commission for the Conservation of Antarctic Marine Living Resources.
The cost of this measure will be met from within the existing resourcing of the Department of Defence, the Office of National Assessments, the Australian Secret Intelligence Service and the Australian Customs Service.
This measure will provide savings of $3.3 million over four years and delivers on the Government's commitment to responsible economic management.
