The Government will provide $1.1 million over two years to conduct a comprehensive review of Australia's automotive industry.

The review will examine issues affecting the competitiveness of the Australian automotive industry, including ways to promote innovation across the sector and respond to other pressures. The review will be informed by economy‑wide modelling undertaken by the Productivity Commission.

Business Enterprise Centres

The Government will provide $42.0 million over four years to identified business enterprise centres. The business centres provide advice on how to set up a business, public liability insurance, GST bookkeeping and marketing and sales promotion.

Enterprise Connect Innovation Centres — establishment

This Government will provide $250.7 million over five years to establish ten Enterprise Connect Innovation Centres around Australia. The centres will provide business and advisory and diagnostic services targeted at assisting small and medium businesses improve their productivity and capacity for innovation.

Funding will establish Industry Innovation Councils for key sectors to support the Enterprise Connect network; and provide resources for establishing governance and administration arrangements to bring responsibility for innovation, industry, science and research within the one Department. Funds have also been allocated for the employment of a full time chief scientist.

This measure delivers on the Government's election commitments.

Future Fellowships — establishment

The Government will provide $326.2 million over four years to fund new Future Fellowships to attract and retain Australia's mid‑career researchers. This will help support Australia's research and innovation capacity and the development of new knowledge, products and services in areas of national importance.

The Future Fellowships program will offer four‑year fellowships valued at up to $140,000 a year to 1,000 of Australia's top researchers in the middle of their career. In addition, each researcher's institution will receive up to $50,000 per annum to support the purchase of related infrastructure and equipment for their research project.

Scholarships for a Competitive Future — postgraduate scholarships increase

The Government will provide $209.0 million over four years to double the number of postgraduate scholarships available to higher degree (PhD and Masters) research students from 4,800 to 9,600 by 2012. This will result in nearly 25 per cent of commencing higher degree research students having access to income support.

The Government will provide $1.7 million over four years from 2008‑09 to establish a new Australian Government Small Business Advisory Committee to review and inform on regulatory proposals that have a significant impact on small business.

The cost of this measure will be met from within the existing resourcing of the Department of Innovation, Industry, Science and Research ($0.3 million per annum) and the Department of Finance and Deregulation ($0.1 million per annum).

Textile, clothing and footwear industry review

The Government will provide $0.9 million over two years to conduct a comprehensive review of Australia's Textile, Clothing and Footwear industry.

The review is being conducted by Professor Roy Green and supported by an expert reference group. It is examining the effectiveness of the post‑2005 Textile, Clothing and Footwear assistance package and other factors affecting the competitiveness of Australia's Textile, Clothing and Footwear sector. The Productivity Commission will also model the economy‑wide effects of future assistance options.

Australian Made Campaign — additional funding

The Government will provide $2.7 million over three years to support the promotion of Australian exports using the Australian Made, Australian Grown logo. The funding will be matched by private sector contributions.

Provision for this funding has already been included in the forward estimates.

Beaconsfield Community Fund — additional funding for Grubb Shaft Gold and Heritage Museum

The Government will provide $0.3 million in 2007‑08 as a further contribution to the West Tamar Council to complete the upgrade and extension of the Grubb Shaft Gold and Heritage Museum. This project will assist the Beaconsfield community in its economic recovery from the impact of the accident and subsequent events at the Beaconsfield Gold Mine in Tasmania.

Provision for this funding has already been included in the forward estimates.

Excellence in Research for Australia

The Government will provide $37.8 million over five years to establish the Excellence in Research for Australia (ERA) initiative. Funding for this measure will be provided from the redirection of funds from the Research Quality Framework.

The ERA will assess research quality using a combination of metrics and expert review by committees comprising experienced, internationally‑recognised experts. It will enable Australia's academic achievements to be more readily measured against peers around the world.

Liquified Petroleum Gas Vehicle Scheme

The Government will provide an additional $19.1 million in 2007‑08 for the Liquified Petroleum Gas Vehicle Scheme to meet additional demand for Liquified Petroleum Gas conversions in 2007‑08.

The Liquified Petroleum Gas Vehicle Scheme provides grants of $2,000 towards the cost of the conversion of a new or used petrol or diesel motor vehicle, and a grant of $1,000 towards the cost of the purchase of a new motor vehicle with an Liquified Petroleum Gas unit fitted at the time of manufacture of the vehicle.

South Australian Innovation and Investment Fund and Labour Assistance Package — supplementary funding to Mitsubishi Employees

The Government will provide up to $35.0 million over four years to establish the South Australian Innovation and Investment Fund and a Labour Assistance Package to provide intensive assistance to employees who were directly affected by the closure of Mitsubishi's Tonsley Park manufacturing plant.

The cost of this measure will be funded by redirecting a grant of $35.0 million previously made to Mitsubishi Australia, which it can no longer use.

The South Australia Innovation and Investment Fund will be established with total funding of $40.0 million, comprising $27.5 million from the Australian Government, $7.5 million from the South Australian Government and $5.0 million from Mitsubishi Motors Australia. The Fund will target projects that create sustainable, full‑time jobs, strengthen the capacity of South Australia's manufacturing and industry sector, and introduce new innovations or technology.

A total of up to $10.0 million will also be provided as assistance for workers comprising up to $7.5 million from the Australian Government and $2.5 million from the South Australian Government. This will provide retrenched workers with full access to Job Network services, enhanced Job search, and relocation assistance to help those moving to get work.
