The Government will rationalise and modernise the workplace relations system, resulting in reduced costs of $394.1 million over five years.

A new body, Fair Work Australia, will replace the Office of the Australian Building and Construction Commissioner, the Australian Industrial Relations Commission, the Australian Fair Pay Commission Secretariat, the Office of the Workplace Ombudsman and the Workplace Authority from 1 January 2010.

The rationalisation and modernisation of the award system and the transition from Australian Workplace Agreements and statutory individual contracts to the new system will result in a reduction in workload for the Department of Education, Employment and Workplace Relations and portfolio agencies including the Workplace Authority and the Australian Fair Pay Commission Secretariat in 2007‑08 and forward years and the Office of the Workplace Ombudsman from 2010‑11.

The Government will not proceed with funding for the Access Card project, which was introduced in the 2006‑07 Budget measure Human ServicesHealth and social services access card.

As part of this measure, the Government will provide $5.0 million per annum, commencing in 2008‑09, for the Department of Human Services to maintain its capacity to develop service delivery policy.

This measure will lead to savings of $1.2 billion, including capital savings of $115.4 million for access card infrastructure.

The Government will redirect funding from the measure Clinical training for enrolled nurses announced in the Mid‑Year Economic and Fiscal Outlook 2007‑08. The measure was to provide for the creation of 25 Australian Hospital Nursing Schools to deliver hospital‑based training within major public and private hospitals for enrolled nurses.

This measure will provide savings of $169.9 million over five years to offset the Government's election commitments to provide cash bonuses to nurses to increase the number of nurses in hospitals by 7,750 over five years, and in the aged care sector by 1,000 over five years, and provide hospitals and aged care providers with funding to assist with re‑training nurses who re‑enter the workforce. The Government will also increase the number of higher education nursing places. This delivers on the Government's commitment to responsible economic management.

The Government will redirect funding for the measure Dental treatment — enhanced Medicare items for patients with chronic and complex conditions from 30 March 2008. (Transitional arrangements will however, be put in place for existing patients until 30 June 2008). The measure was previously announced in the 2007‑08 Budget and expanded in the Mid‑Year Economic and Fiscal Outlook 2007‑08. The measure was to enable eligible patients to claim up to $4,250 worth of Medicare‑funded dental treatment over two consecutive calendar years.

The decision to reverse this measure will provide savings of $491.4 million over five years (including $41.4 million in 2007‑08) to offset the Government's election commitments to reduce public dental waiting lists under the Commonwealth Dental Health Program and to fund preventative dental checks for teenagers under the Medicare Teen Dental Plan.

The Government will now require the telemarketing industry to fund the full operational costs of the Do Not Call Register by increasing the annual subscription fees paid by the industry from 1 July 2008. The Government will achieve savings of $14.0 million over two years from 2007‑08 (including savings of $0.7 million in 2007‑08) from not proceeding with the sale of Medibank Private Limited. As a result of not proceeding with the sale of Medibank Private, there will be reduction in the estimated funds that were to be transferred to the Health and Medical Investment Fund. This will result in a reduction in expenditure relative to estimates incorporated into the Pre‑Election Economic and Fiscal Outlook 2007.

The provision of funding for the sale of Medibank Private Limited was announced in the 2006‑07 Budget.

This measure will provide savings of $68.6 million over five years and delivers on the Government's commitment to responsible economic management.

The Government will reduce funding for the onshore assistance component of the Securing our Fishing Future structural adjustment package. The third round of funding was completed in December 2007 and was considered sufficient to address any remaining adverse indirect impacts from the rationalisation of the fishing industry. The savings from this measure will be used to offset the cost of programs in priority areas for sustainable fisheries as part of the Government's election commitments.

The Government will reduce funding for printing entitlements for Members of the House of Representatives from $150,000 to $100,000 per financial year and will also remove the provision to roll over up to 45 per cent of the printing entitlement from one year to the next. The printing entitlement for Senators will be reduced from $20,000 to $16,667 per financial year. The changes will take place from 1 July 2008 and will more than reverse the increases in printing allowances that occurred from 1 July 2006.

This measure will provide savings of $24.4 million over four years and delivers on the Government's commitment to responsible economic management.

The Government will not proceed with funding for the Regulations for private rulings requiring valuations measure announced in the Mid‑Year Economic and Fiscal Outlook 2007‑08. This measure would have allowed taxpayers to seek valuations from members of an approved professional association as part of a private ruling.

Allowing valuations by members of an approved profession would have increased the difficulty of maintaining consistency in valuations and would have resulted in increased administration costs for the Australian Taxation Office. The previous arrangements, whereby only valuations performed by registered and accredited valuers are accepted, will remain in place.

This measure will provide savings of $36.6 million over five years and delivers on the Government's commitment to responsible economic management.
